Position Title: Maintenance Manager

Reports To:  CHA Executive Director

Job Description:

Under the supervision of the Carrollton Housing Authority (CHA) Executive Director, the Maintenance Manager is responsible for supporting on-going property maintenance functions at the CHA. The Maintenance Manager directs the activities of the Maintenance Department which includes inventory, properties, facilities, and grounds operations. Duties include, but are not limited to, preserving and protecting the long-term physical and operational viability of all CHA properties and facilities; responsibility for the administrative functions of the department including budget preparation, personnel management; directing maintenance staff and advising the Executive Director regarding general facilities matters. Additionally, is responsible for the selection, training and evaluation of subordinate staff; prepares and presents reports and recommendations as needed. The Maintenance Manager helps establish and maintains a level of pride in the performance and appearance of CHA communities by ensuring the properties remain safe, comfortable homes that our residents can be proud to reside in.

Duties include, but are not limited to, training and supervising maintenance personnel; supervising all phases of CHA’s modernization program, consulting subordinates in conferences, reviewing records and reports, and inspecting physical layouts and operations; procuring materials and supplies for the modernization program; approving purchase orders and vendor invoices for payment; supervising and directing routine, preventative, and emergency maintenance activities; ensuring all work orders are completed expeditiously, particularly emergency work orders; conducting inspections of grounds and facilities for proper maintenance and upkeep; overseeing all Housing Quality Standards (HQS) inspections; tracking work order types, completion, and preparation of management reports on work order activity; performing vacancy inspections and producing vacancy turnover orders; maintaining inventory files, procuring required items, and communicating with vendors; keeping informed about public housing matters by careful study of HUD regulations, laws and ordinances, and publications related to public housing matters; and maintaining positive public relations.

Qualifications: Graduation from high school, or GED equivalency. An equivalent combination of education, training, and experience that provides the required knowledge and abilities may be considered sufficient. Previous public housing experience is highly desirable.

OCCUPANCY SPECIALIST

The Washington Housing Authority (WHA) is seeking a qualified and motivated professional to join its team as an Occupancy Specialist. This position is responsible for the day-to-day administration of occupancy functions and provides essential support to residents, applicants, and the Housing Authority’s overall housing operations.

The successful candidate will demonstrate strong organizational, communication, customer service, and administrative skills, as well as the ability to work effectively with residents, staff, community partners, and regulatory agencies.

ESSENTIAL DUTIES AND RESPONSIBILITIES

The Occupancy Specialist will perform a variety of duties related to public housing occupancy and resident services, including, but not limited to:

  • Administers day-to-day occupancy functions, including admissions, collections, evictions, rent calculations and redeterminations, housekeeping inspections, property inspections, and tenant interviews and examinations.
  • Responds professionally and timely to inquiries from residents, applicants, and the general public regarding WHA programs, services, facilities, and housing availability.
  • Prepares detailed and technical reports related to occupancy functions as required by the U.S. Department of Housing and Urban Development (HUD) and other regulatory agencies.
  • Maintains accurate, complete, and confidential occupancy files and records in accordance with HUD requirements and WHA policies.
  • Represents WHA, in coordination with the Office Assistant, as an agency representative in eviction and trespassing proceedings.
  • Coordinates with local service agencies and community organizations to connect residents and applicants with appropriate resources and supportive services.
  • Provides input and recommendations regarding strategies to ensure WHA properties remain attractive, well-maintained housing options while operating within established budget parameters.
  • Receives and responds to inquiries and complaints in person, by telephone, electronically, and by mail in accordance with established policies and procedures.
  • Establishes, maintains, and updates files, databases, records, reports, and other administrative documents.
  • Performs routine data analysis, calculations, and data processing necessary for recurring internal and regulatory reports.
  • Assists the Maintenance Supervisor and Office Assistant with work-order processing, inventory functions, and other administrative or accounting-related activities as needed.
  • Takes, assigns, tracks, and closes work orders in coordination with maintenance staff and updates the inventory system as work orders are processed.
  • Performs other duties and responsibilities as assigned.

MINIMUM QUALIFICATIONS

Applicants must meet one of the following educational and experience requirements:

  • Bachelor’s degree in a related field from an accredited institution; or
  • Associate’s degree from an accredited institution and at least two (2) years of administrative work experience; or
  • An equivalent combination of education and experience as determined by the Washington Housing Authority.

PREFERRED QUALIFICATIONS AND REQUIREMENTS

The following qualifications are strongly preferred or required:

  • Previous experience in public housing, property management, or the Housing Choice Voucher (HCV) Program is strongly preferred.
  • Ability to obtain Rent Calculation Certification within six (6) months of employment.
  • Ability to obtain Occupancy Specialist Certification within six (6) months of employment.
  • Ability to obtain EIV Certification within six (6) months of employment.
  • Working knowledge of Fair Housing laws and practices.
  • Public Housing Manager Certification is preferred.
  • Valid State of Georgia Driver’s License.
  • Strong written and verbal communication skills.
  • Excellent organizational skills and attention to detail.
  • Ability to maintain confidentiality and exercise sound judgment when handling sensitive resident and applicant information.
  • Ability to work effectively with residents, applicants, employees, community partners, and regulatory agencies.

Work Schedule: 40 hours per week
