The Washington Wilkes Housing Authority, located in Washington, Georgia, is seeking a dynamic and experienced Executive Director to lead the organization. The Authority is committed to providing quality affordable housing and efficient community services.
The Board of Commissioners is looking for a highly motivated individual who excels in teamwork and can offer strong leadership in all facets of organizational operations. The Executive Director will be responsible for implementing Board and Authority policy decisions, developing strategic goals, overseeing fiscal performance, collaborating with development partners, and ensuring full compliance with all HUD and Tax Credit requirements. Essential functions include establishing short-term and long-term strategies, setting organizational objectives, prioritizing tasks, and implementing operational changes. The successful candidate must be able to resolve complex issues promptly, aligning solutions with the organization’s needs and goals.
Applicants should demonstrate proficiency in managing an organization and possess comprehensive knowledge of Housing Authority regulations, statutes, rules, codes, and compliance requirements for HUD and Tax Credit programs. Effective leadership, delegation abilities, and advanced skills in strategic planning and operational management are required. The Executive Director must be adept at analyzing and resolving complex issues, managing multiple projects, prioritizing demands, investigating sensitive matters, and clearly communicating both verbally and in writing.
Minimum Qualifications: Bachelor’s degree in Public Administration, Business, Management, or similar field. At least five years of managerial experience in public housing or related regulatory settings, or equivalent education and experience. The Executive Director for the Washington Housing Authority oversees all agency operations, ensuring the safekeeping of property and records, and acts as the main point of contact with the Board of Commissioners (BOC), HUD, and local and state partners. The Director must maintain compliance with HUD evaluation standards (PHAS, SEMAP, and other applicable entities) and is accountable for the agency’s satisfactory ratings. The following outlines key responsibilities and requirements for the role.
Essential Responsibilities
- Plans, organizes, and directs all housing programs and agency operations.
- Ensures security and maintenance of all agency property, finances, records, and reporting.
- Supervises staff, oversees hiring, training, and performance; recommends personnel policies and compensation to the BOC.
- Prepares and manages budgets, approves expenditures, and monitors agency funds for efficiency.
- Serves as Secretary/Treasurer to the BOC, providing updates, policy recommendations, and legislative alerts.
- Develops strategic plans with the BOC and implements internal policies and goals.
- Acts as liaison between BOC and staff, responds to board inquiries, and represents the agency externally.
- Negotiates and signs contracts, identifies funding opportunities, and supports program sustainability.
- Ensures compliance with all applicable laws and HUD regulations; prepares and submits required reports.
- Engages with residents and the community, addresses grievances, and maintains positive public relations.
- Attends professional meetings to stay current on trends and supports agency partnerships.
- Upholds high standards of ethics and security for all agency assets and serves as HUD REAC administrator.
Qualifications & Skills

- Expertise in housing authority operations, HUD regulations, budgeting, personnel management, procurement, and maintenance.
- Strong leadership, communication, and problem-solving abilities with the capacity to manage multiple priorities and build effective relationships.
Supervision & Work Environment
- Works independently under general guidance from the BOC; follows detailed laws, regulations, and agency policies.
- Primarily office-based with some site visits; must be able to perform light physical tasks as needed.
- Must maintain punctuality, confidentiality, and flexibility for travel or irregular schedules.
- Requires a valid Georgia driver’s license, clean record, and ability to pass drug and background checks.
