These positions report to the Facilities Manager and the successful candidate will be responsible for assisting with all maintenance activities while remaining in compliance with all U.S. Department of Housing and Urban Development’s (HUD) rules and regulations. In addition to following all Federal, State, and local laws, the qualified applicant must abide by all established Housing Authority policies and internal controls.

The successful candidate must be able to perform any routine maintenance in the apartments, as well as clean, paint and prepare vacant units for occupancy. The candidate may also perform general grounds keeping tasks as needed to maintain the clean, neat appearance of properties operated by the WPHA.

The ideal candidate will also be responsible for performing a variety of structural, plumbing, electrical and building maintenance. The work involved includes repair and replacement of items such as windows, doors, gutters, cabinets, walls, ceilings, toilets, faucets, water lines, electrical outlets, and light fixtures.  In addition, the individual will also perform all preventive maintenance tasks related to equipment, vehicles, etc. The successful candidate must be a self-starter, be willing to learn, and be able to effectively work with a diverse group of people to achieve the desired outcomes. HVAC experience and certification is a plus.

Minimum Qualifications: Ability to read and write in English plus some previous experience in building or apartment maintenance, or an equivalent combination of previous construction experience. The Board of Commissioners of the City of Byron Housing Authority is seeking an Executive Director to manage day-to-day operations of thirty-two (32) Public Housing units. The Executive Director shall provide the general supervision over the administration of the Authority’s business and affairs and ensuring such business affairs are conducted in compliance with the rules and requirements of the United States Department of Housing and Urban Development (HUD). The Executive Director shall be the Authority’s chief administrator and shall have the day-to-day responsibility of managing the Authority, implanting the policy directives of the Authority (Board), and assuming the overall leadership role in guiding, programmatic, fiscal, personnel, and public relations activities.

Qualifications

Bachelor’s Degree in Business, Public Administration, Social Sciences or related area from an accredited college or university and or equal experience. Three to five years of experience in an Executive / decision-making / leadership role or in related field is desirable.

Required Knowledge

Knowledgeable about low-income housing and programs. Management of public housing strongly desired. The public housing management certification is desired. If not, it must be obtained within one year of employment.

Duties and Responsibilities

  • Administer regulations policies and procedures consistent with federal, state, and public housing and ensure compliance with accounting, budgeting, and audit procedures as well as eligible funding requirements.
  • Communicate effectively both oral and writing, establishing, and maintaining effective working relationships with Board of Commissioners, HUD, City Officials, Staff and Residents, legal, and financial consultants.
  • Take actions as necessary to ensure that the Housing Authority become a High Performer Agency.
  • Act as the primary liaison to the Board, communicate housing strategy, policy, procedures, recommendations, HUD updates, and financial information which may include reports, conversations, and regularly scheduled meetings.
  • Work effectively with the Board Of Commissioners to establish annual and five-year plans that reflect the mission, vision, and values of the organization.
  • Assure that the agendas, minutes, and materials that reflect the monthly Board meeting are prepared and maintained in accordance with current laws and regulations.
  • Plan, prepare operating and capital budgets in accordance with HUD guidelines.
  • Ensure that all HUD management and finance requirements are met (FDS, Audits, PIC, etc.)
  • Work towards increasing client participation in self-sufficiency programs.
  • Other duties assigned by the Board.

SUMMARY

Under the supervision of the Manager of Resident Service, the incumbent is responsible for providing comprehensive services to all Public Housing Residents of each Authority. Carry minimum case load of 50-75 clients per year of the grant; making sure to serve all residents. As Coordinator of the ROSS program, the incumbent employee is responsible and accountable for carrying out all assigned duties as required by HUD and THA for this grant. The incumbent is responsible for assisting Manager of Resident Service identifying potential grant sources, community partners for leveraging the grant funds for each year for all activities with THA residents.  Considerable knowledge of HUD regulations is necessary for the employee in this position and or learning the HUD regulations within a timely manner in order to execute the function of ROSS Coordinator.

KNOWLEDGE, SKILLS, AND ABILITIES

•Knowledge of the general operations and procedures of a Public Housing Agency (PHA).

Preferred Education, Minimum Education, Training, and/or Experience

Preferred:

•Graduation from an accredited four-year college or university with major course work in Sociology, Social Work or Human Services, or related field. Two years’ work experience.

Minimum:

•Associates Degree: two years related experience or training; or equivalent combination of education and experience in case management having three (3) to five (5) years’ experience in a social service agency or a related area, with hands-on case management experience

•An equivalent combination of education, training, and experience which provides the required knowledge and abilities may be considered sufficient. Previous public housing experience is highly desirable.

•Working knowledge of HUD rules and regulations.

•Ability to interact with person from a very diverse background, including Public Housing residents and representatives from local agencies and organizations who provide services to Public Housing residents.

•Must possess an FSS/ROSS Certification or obtain within one year of employment.

Physical Requirements

•Must be physically able to operate a variety of automated office machines including computers, copiers, printers, calculators, etc.

•Must be energetic and able to work, move, or carry objects or materials such as files, computer printouts, reports, calculator, office supplies, move, and lift and or carry objects 50 to 75 lbs.

Must be able to provide regular home visits to ensure resident participation
