CHOICE NEIGHBORHOOD PLANNING MANAGER

This is a full-time position. The Choice Neighborhood Planning Manager, under the supervision of the Executive Director is responsible for providing communities with small grants to strengthen the community, build partnerships, secure resources, and create a shared vision for neighborhood revitalization. The Choice Neighborhood Planning Manager is responsible in coordinating the planning of NWGHA and the City of Rome’s HUD Choice Neighborhood Planning Grant, working with the Planning Coordinator, to develop the Transformation Plan for the John Graham Homes Community and the surrounding neighborhood to achieve the goals of the HUD Choice Neighborhood Planning Grant.

The successful candidate must have bachelor’s degree in Business Administration, Public Administration, Urban Affairs, Urban Planning, Real Estate Development, Public Policy, Social Sciences, or related area of study with a minimum of five (5) years of related work experience. The GAHRA Scholarship Committee is privileged to announce that this year GAHRA will be awarding up to $37,500 in scholarship funds to graduating high school seniors and adult students of GAHRA member agencies.

For high school students, GAHRA will fund academic scholarships for programs leading to an undergraduate degree as well as vocational/technical scholarships. In addition, SERC/NAHRO will fund two academic scholarships. For adult students, GAHRA will fund academic scholarships and vocational/technical scholarships.

Please identify your prospective candidates and inform them of this opportunity immediately. The enclosed eligibility and application materials are separated into two packets – one for high school students and one for adult students. Please copy and distribute to your candidates as needed. Your authority should solicit as many students as possible to determine your authority’s applicants. Only one academic and one vocational/technical application per authority may be submitted to the Scholarship Committee for the High School Student Scholarships. Similarly, only one academic and one vocational/technical application per authority may be submitted to the Scholarship Committee for the Adult Student Scholarships. Therefore, the maximum number of total submissions for any authority/agency would be four, one only in each of the four categories.

Completed high school and adult student applications should be received at your authority in time for you to screen and rank them before submitting your top candidates to GAHRA for consideration. As a GAHRA member, you may set your own deadline for the applications to be returned to you.  However, your authority’s nomination(s) must then be submitted to the appropriate GAHRA Scholarship Committee no later than March 20, 2020

FULL-TIME MAINTENANCE TECHNICIAN

The Housing Authority of the City of McDonough is seeking a Full-Time Maintenance Technician. The MHA is a small housing authority with a total of 118 low-income public housing units on three sites.

This type of work involves the performance of diversified duties in connection with repairs to and maintenance of buildings and grounds requiring many skills such as carpentry for woodwork repairs, plumbing repairs, electrical and painting work. The qualified individual is expected to have general knowledge of and manual skills in repairing such items as plumbing, heating valves and pipes, electrical switches, water heaters, stoves, refrigerators, windows, doors, mechanical equipment and carrying out a full set of maintenance duties. The Maintenance Laborer may be required to work under inclement and undesirable conditions. The qualified individual will sometimes work independently and other times he/she will work closely with supervision. Work is often reviewed while in progress and upon completion for quality and timeless of performance.

Candidate must have a valid Georgia driver’s license, High School Diploma or GED equivalent. Must be able to pass a pre-employment drug test and background check. Five (5) years of experience in building maintenance, plumbing, painting, cleaning and/or an equivalent combination of technical training and experience to meet the required knowledge, skills and abilities. Must have a valid State of Georgia vehicle driver’s license. Must be bondable. HVAC certification or ability to obtain EPA certification for the proper handling of Freon and other refrigerants within twelve (12) months. Must be able to lift large items, climb, stoop, stand for long periods, carry, load and unload, move large items and other related physical activities common to maintenance work.

Cordele Housing Authority is seeking a full time Maintenance Technician. Under the direction of the Facilities Management Director, performs a variety of skilled trade and labor activities. This position is responsible for completing physical work tasks related to the maintenance, improvement, and safety of assigned Public Housing properties managed by the Authority.  The successful candidate must have experience in routine electrical, plumbing, HVAC, carpentry, painting, general repair, appliance repair, vacancy preparation, preventive maintenance and related disciplines. Trade licenses/certifications are highly desirable.

The individual must be able to complete assigned work orders efficiently. Maintains open communication with management, consistently maintains a professional, courteous attitude with residents, co-workers and the general public; attends and participates in training seminars as requested and performs on-call emergency service as required.

The ideal candidate possess a high school diploma  and has a minimum of four years’ experience performing general maintenance duties at a multifamily rental property; or any equivalent combination of education, training, trade licenses/certifications and experience that provides the required knowledge and abilities.

The Housing Authority of Fulton County, Georgia (HAFC) is seeking an experienced Finance Director. As of September 2018, the HAFC currently owns and/or manages Housing Choice Vouchers (847); Ports administered by HAFC (1313); Mixed-Finance ACC Units (132); RAD/Project-Based Vouchers (100); Project-Based Vouchers (90); and Bond-Financed Properties (6).

The Finance Director is responsible to administrate and lead the financial functions of the HAFC which requires the individual to direct, monitor and implement the financial activities of the agency and its affiliated nonprofit and not-for-profit affiliates. The work involves ensuring maximum utilization of a variety of administrative and supervisory skills including maintaining financial records and preparing reports; reviewing and approving general ledger entries; and, preparing, monitoring bond compliance and collections, preparing the operating budget with the Executive Direct the analyzing the agency’s operating budgets. Reports to the Executive Director and assists on all strategic and tactical matters as they relate to budget management, cost benefit analysis, forecasting needs and the securing of new funding. Maintains expert knowledge of Conventional Public Housing, Housing Choice Voucher Program to include Project-Based Vouchers, Tax Credits, Bond Financing, Capital Fund and Mixed-Finance Development.

The position requires a minimum of Bachelor’s degree with major study in accounting, finance, business administration or a related field from an accredited college or university and five (5) years’ progressive experience in related field to include, supervision at a department level position preferably in a housing type organization employing computerized data base systems. Strong finance/accounting, analytical, organizational, management, and communications skills, and prior experience in interpreting governmental regulations and regulatory enforcement or compliance, required. Knowledge of the general operation and procedures of a Public Housing Agency.

Required Knowledge and Abilities

  • Knowledge of the general operations and procedures of a Public Housing Agency (PHA).
  • Knowledge of the purposes, policies, and regulations as established by the Admissions and Continued Occupancy Policy (ACOP) as well as the Board of Commissioners and/or as set forth by HUD regulations.
  • Knowledge of modern office equipment including copiers, personal computers, mainframe terminals, calculators, facsimile machines, etc.
  • Knowledge of interviewing techniques and of record maintenance.
  • Ability to make moderately complex computations with speed and accuracy.
  • Ability to understand and follow quickly and accurately written and oral instructions.

The Marietta Housing Authority (MHA) is seeking an organized and energetic individual experienced with the Section 8 Housing Choice Voucher (HCV) Program to work with families to determine eligibility for the HCV Program.  MHA’s HCV Program has over 2500 vouchers, 475 portability vouchers and is a High Performing Section 8 HCV Program Authority.  A Housing Specialist must have the ability to input data into MHA software for required HCV Program reports, to interpret MHA’s Administrative plan, to interact with landlords and families, to ensure compliance with federal requirements and to provide excellent customer service.  A successful candidate must pass MHA background checks.
